听力简介:

Read before listening:

Scope of political authority:

The range of objects that may be governed by political authority varies among political systems.

(1)  Political systems that place limits on government specify what these limits are. Thus democracies conceive their members as having certain basic rights that may not be legitimately compromised by authority. In varying degrees, modern democracies also adhere to the idea of privacy, according to which certain areas of the individual’s life are placed off limits to government control. Chief among these are religious beliefs, which government may not in any way dictate.

(2)  Other political systems such as authoritarian or totalitarian regimes expand the scope of authority to include areas of life that modern democracies leave to the individual.

Authoritarian regimes nevertheless place some limits on the scope of their authority. For example, they do not take control of all independent associations.

Totalitarian regimes place no restrictions on the limits to their authority and extend authority into every sphere of life.

Question:

What is the relationship between political authority and political power?  .
