Limits to the obligation to obey political authority:

 

Modern democracies believe in respecting certain individual rights considered basic or fundamental. In the democratic conception, the obligation of individuals to obey political authority is limited by an implicit or explicit agreement by government to respect these rights. In this view, when government fails to protect these rights, the obligation to respect its authority lessens or, in extreme cases, ceases.

 

(1)  Civil disobedience

Some democracies and liberal regimes tolerate the resistance to political authority known as “civil disobedience.” Civil disobedience refers to nonviolent breaking of civil law by those who find that a law or government policy is morally illegitimate. Civil disobedience does not call into question the legitimacy of the political system itself; and government is to respond with limited means (deadly force is never legitimate, for example) to control it.

 

(2)  The right to revolution

According to some democratic political thought, the sovereign citizens of a democratic state or regime (the people) retain against government a “right to revolution” in situations in which government has attacked citizens’ basic rights for a significant period.
