Vietnam on Friday started construction of a 2.4 billion US dollar hydro-power plant, promising to take good care of the nearly 100,000 people in three provinces who will be displaced by the project. I asked the governments of the three provinces to do a good job in relocating people and resettling them, so that the people will have a better life than in their old homes. Prime Minister Phan Van Khai said in a nationally televised speech at lunch in the earthquake-prone northern Soong Nam Province. Vietnam's power consumption has increased by some 15% annually in recent years, and the Soong Nam plant will generate nearly one fifth of the country's power output when completed, said Voo Duk Fin, Deputy General Director of State Utility Electricity of Vietnam Corporation.
