On September 28th, Jerry Brown, California's governor, signed a bill requiring all universities[/colleges] [that] [receive] state money for student financial aid to execute[/enforce] a [standard of] affirmative consent /standard/, or yes means yes. This means both parties must /be consent to/ [agree to] sexual contact, either via[/through] verbal communication or clear, non-verbal cues. Moreover, they must do this[/so] [at] every[/each] sta[g]e of an encounter. An /yes to/ an initial [yes to a] kiss does not constitute [a] yes to sexual intercourse. Silence or lack of resistance do/es/ not mean yes. Consent must be continual and can be revoked at anytime.

Every [member of the] Ivy League except Harvard has [now] adopted the affirmative consent standard. Supporters of the policy say [that] it educates students about the nature of consent and gives them a vocabulary /for them/ to use [during] awkward sexual encounters. It [very] clearly tells students that sex without consent is sex[ual] assault. Critics say this[the] approach attempts[/tries] to crunch human[ sexuality] into a straightjacket. It is just not /in/ consistent with how adults act.

Currently most[/many] cases are heard by college disciplinary [composed] of professors, deans and students, often without legal training. Such committees cannot jail people of course, but they can expel them. A[nd] being labelled by a quasi-judicial body /as/ a rapist can ruin a student's reputation forever.
